MCB Camp Pendleton – SDG&E Phase 21 RCx of Existing DDC/EMS Systems – 71 Buildings
The United States Marine Corps (USMC) through Naval Facilities Engineering Command (NAVFAC) requested San Diego Gas & Electric (SDG&E) to provide and construct Energy Conservation Projects for various buildings at Marine Corps Base, Camp Pendleton, CA.
The United States Marine Corps (USMC) through Naval Facilities Engineering Command (NAVFAC) requested San Diego Gas & Electric (SDG&E) to provide and construct Energy Conservation Projects for various buildings at Marine Corps Base, Camp Pendleton, CA. SDG&E is a regulated subsidiary of Sempra Energy, based in San Diego, CA. Project consisted of retro-commissioning (RCx) of the EMS/DDC points & network connectivity from IHUB / Unity Control Room (Central Processing) to 71 buildings (over 1.8 Million SF) in Areas 11, 13, 14, 20, 21, 22 & 31. Focus included verification that building energy related systems are installed, calibrated, and operating to meet the original design intent and optimize energy savings. DDC controls systems installed and evaluated included Siemens, Circon, Honeywell, Distech, Johnson Controls, Trane, TAC, and Quark.
Tasks included the following:
Perform DDC system evaluation and field investigation of each building energy related systems. Document existing conditions of all major equipment being controlled by the DDC System. Secure DDC system as-builts and database and recreate necessary documentation based on site conditions. Perform minor onsite Executed Corrective Actions (ECAs) during onsite evaluations. Provide Recommended Corrective Actions (RCA’s) based on site conditions. Development of Energy Conservation Measures (ECM) using EnergyPro for cost analysis. Delivery of Final Retro-Commissioning Report for each facility in scope to be used for SDG&E for future planning of energy-related task orders. Report included:
Updated Building Point List & Data Base Overview of Building’s Location, Description, and Occupancy List of Hardware Platform & Equipment List of HVAC Equipment / Lighting monitored by DDC Controls Schematic floor plan depicting location of all DDC Controls Existing Conditions / Deficiency Report Recommended Corrections Description of SOW performed & Corrective Actions implemented during RCx Calculated Energy Savings per Corrective Action Performed Calculated Energy Savings per Recommended Corrective Actions Photographs supporting the RCx items contained in the building report.
Major outcomes included:
46 Executed Corrective Actions performed on site with each action providing potential Electric kWh/YR savings of 100 – 40,000 kWh per action. 272 Recommended Corrective Actions developed including repair of mechanical equipment, filter maintenance, and other repairs that could positively impact the system performance. 247 Energy Conservation Measures developed including automatic demand response, implementation of DDC throughout major building system, providing occupancy sensors, installing VFD’s, and replacing older equipment with higher efficiency models and their respective energy savings per year
